It is illegal in California to harm an animal. Do not beat, kill, or treat an animal in a cruel way. These actions can lead to fines or jail time.

The Town of Apple Valley operates a shelter where animals can be adopted for a fee. The adoption fee includes spaying or neutering, a free vet exam, and a rabies vaccination for dogs. Included for Apple Valley owners is a one-year dog license. In addition, a refundable deposit is required for animals that are too young to be spayed or neutered at the time of adoption.

Follow these tips to help keep your family safe:
- Do not run past a dog. Dogs like to chase moving things.
- Dogs protect their space. If a dog threatens you, stay calm. Do not scream. Avoid eye contact. Stand still until the dog leaves. Then back away slowly.
- Do not go near a strange dog, especially if it is tied or in a cage.
- Let a dog see and sniff you before you pet it. Never pet a dog without the owner’s permission.

Animal citations
The Town of Apple Valley gives citations for animal violations. You must fix the problem and pay the fine within 21 days. If you do not, the citation goes to the San Bernardino County Superior Court.
Our office is at 22131 Powhatan Road. Hours are Tuesday–Saturday, 9:00 a.m. to 4:00 p.m.
If you get a citation for an unlicensed dog, you can correct it by:
- Giving a current rabies certificate
- Paying the dog license fee
- Paying the fine
If you no longer own the dog, you still must pay the fine. You also need proof that you do not have the dog.

Animal licensing
Every dog in Apple Valley is required to have a license. You need to get a permit within 30 days of bringing your dog into town or when it turns four months old.
Licenses are available at Animal Services, 22131 Powhatan Road.
To get a license, you must provide:
Your name, address, and phone number.
A rabies vaccination certificate.
The dog’s breed, age, color, sex, and proof of spay or neuter if done.
Fees:
Spayed or neutered dogs: $12 per year.
Unspayed or unneutered dogs: $87 per year.
Cats can be licensed voluntarily for ID purposes. If you buy a dog or cat license for $87, you get a voucher for $75 off a spay or neuter within 60 days.

Bees
Stay away from honeybee swarms and colonies. If you see bees, leave quickly. Protect your face and eyes. Go inside a car or building. Water and brush will not protect you. Do not swat at bees. Fast movements make them sting.
Do not disturb a nest or swarm. Call pest control or emergency services.
If you are stung, move to a safe place. Remove the stinger right away. Do not squeeze it. Scrape it out with a fingernail, knife blade, or credit card. Wash the area with soap and water. Apply an ice pack for a few minutes to reduce pain and swelling.
Get medical help if you have trouble breathing, are stung many times, or are allergic to bee stings.

Bite reports
If your pet bites someone, or if you are bitten by an animal, you must report it within 24 hours. Call the Town of Apple Valley Animal Services Department.
Get a description of the animal. If you do not know the owner, keep the animal in sight until an Animal Services Officer arrives.

Cat nuisance
Apple Valley does not have a leash law for cats. Free-roaming cats can cause problems. All cats should get a rabies shot every year. We recommend keeping cats indoors. Indoor cats avoid disease, traffic, and other dangers.
There are ways to stop cat problems. One option is Ropel, an outdoor animal repellent. Use it where cats are a problem. In sandbox areas, remove feces or replace soil before applying Ropel.
If you know the cat’s owner, talk to them. This often solves the problem. You can also request live traps from Animal Services to catch nuisance cats. Treat all cats humanely. Animal Services can pick up trapped cats, or you can take them to the Town shelter.

Do dogs have to wear their license on them?
Dogs need not wear licenses when on their own property. Any time the dog is off its property, it must wear its license affixed to its collar.
How many dogs and cats are allowed per residence in Apple Valley?
In apartments or condos, you can have one cat or one dog. In other residential areas, you can have up to four dogs and four cats.
To keep more animals, you need a special permit from Animal Services. The permit fee is $25. With the permit, people in multi-housing areas can have two animals. This can be one dog and one cat, two dogs, or two cats. In other residential areas, you can have up to eight animals with any combination of dogs and cats, but only with an Animal Control Permit.
How often do I have to clean up animal waste?
Clean up waste from small animals, like dogs and cats, every three days. Clean up waste from horses and other farm animals every seven days. Take the waste off the property; don’t spread it out or mix it into the soil.
How old does my dog have to be to be licensed and vaccinated?
New dogs must be licensed within 30 days of arriving in Apple Valley. If your dog was licensed in another city, bring the paper license certificate to Animal Services. With the license form, you pay a small transfer fee. If you have proof of rabies vaccination but no license form, you pay the full dog license fee. You do not need to re-vaccinate your dog. Without either, your dog needs to be re-vaccinated. A certificate of sterility lowers the cost.
Talk to your vet about vaccinations. Dogs need rabies, distemper/parvovirus, and Bordatella shots. Cats may need feline viral rhinotracheitis, calicivirus, rabies, distemper, and feline leukemia shots.
How much is a dog license?
The cost of a dog license is $13.20 per year for a spayed or neutered dog. It is $87.00 per year for a dog that is not fixed. This includes a $75.00 voucher to spay or neuter the dog at a participating vet.
Animal Services can license your fixed dog for one to three years, or until its rabies shot expires. Unfixed dogs can only be licensed for one year and get a spay/neuter voucher. The second year an unfixed dog is licensed, there is an extra $75.00 fee.
How do I get the spayed/neutered discount for my dog license?
To get the spayed or neutered discount on a dog license, you must show a certificate of sterility when you buy it. You only need to show proof of sterility for the first license purchase.
Is there a leash law for cats?
No, there is no leash law for cats.
Is there a leash law for dogs?
Yes, all dogs must be on a leash when off their property, whether at a park, on the street, or in an open field. A competent handler must always control the dog and be able to restrain it.
What kind of animals can I have?
Keeping animals depends on the zoning rules of the property. Tenants should ask their landlords if they can have animals. Landlords need to know that animal keeping is linked to the property. What paperwork do I need to license my dog?
To get a dog license, you only need proof of a current rabies vaccination. Your vet will give you a certificate, except at town rabies clinics. Keep this certificate as long as the vaccination is valid. Your dog does not need to be there.

What do I do if I get a citation?
If you get a Code Enforcement citation, you can pay by the following:
- Pay in full.
- Set up payments.
- Online payments.
- Pay multiple citations at once.
- Appeal the citation online.

Can I get an extension to pay my fines?
Avoid more fines by correcting the cited violation.
You can request an extension for more time by emailing code@applevalley.org or calling (760) 240-7560. Include your case number and property address. You can get up to 30 more days based on the violation and progress.
What happens if I don't pay my fines?
Unpaid fines after 30 days will incur a late fee of 50%. Additional actions may include collection through the State Franchise Tax Board or the Department of Motor Vehicles.
How does the Town of Apple Valley handle graffiti removal?
The Town of Apple Valley removes graffiti quickly. Call the 24-hour hotline at 760-240-7560 to report graffiti. Give the property address when you call. The property owner will be notified of the violation and has seven days to remove it. The Town offers free graffiti removal if the owner or representative signs a waiver. The waiver allows the Town to enter the property and remove the graffiti. Removal usually happens within seven days. The Town tries to match paint and avoid spot covering.

What is the small trash can for?
Food waste recycling. Residents should compost yard waste, food scraps, and newspapers. Composting cuts trash. It makes rich soil for gardens. The town helps by giving free compost and mulch to residents.
Am I required to participate?
California law requires everyone to recycle food waste. This includes homes, apartments, and businesses. The rule follows Senate Bill 1383.
Will bags be supplied?
No, don’t worry; you can use any bags, as the food waste will be removed from them at the compost facility.
I already backyard compost, do I have to participate?
We encourage you to continue backyard composting. Organic items not suitable for backyard compost can be recycled through this program.
Can I use my garbage disposal instead?
No need to change your current garbage disposal use. Food currently being discarded in your trash barrel should now be placed in your green waste barrel.
What items are acceptable?
Fruits, vegetables, meat, seafood, dairy, eggshells, bread, food scraps, plate scrapings, and expired food.
What items are not acceptable?
Trash, styrofoam, liquids, glass, plastics, metal, diapers, pet waste, electronic waste, and hazardous waste.
What if my can is not large enough for all my green waste?

Will all cans get picked up the same day?
Yes, all three barrels will get picked up on the same day.
Who do I contact if I have billing questions?
Please call AVCO/Burrtec at 760-245-8607 with any questions about your day of service, to change service levels, change barrels, billing address, or telephone information update, or change.
What if my cans were missed on pick-up day?
Please get in touch with AVCO/Burrtec to have your cans picked up.
What if I have bulky items, I need to get rid of?
You can contact Burrtec for large or bulky items. We will pick up four times a year up to five items for free. The Town of Apple Valley also has clean-up events for large items.
