Plans, Reports & Surveys
How It Works
To get special funding from the government, the Town must send in some important plans to the U.S. Department of Housing and Urban Development (H.U.D.). These plans include:
Consolidated Plan
A 5-year plan that looks at community needs and how to meet them.
Annual Action Plan
A yearly list of projects the Town will do with the funds.
Performance and Evaluation Report
This report shows what the Town did each year and how the funds were spent.
Analysis of Barriers to Fair Housing
This plan identifies barriers to fair housing and offers ways to remove them.
Surveys
The Town wants to make these plans properly. To do that, it often asks for input from the community and other important groups. This happens through surveys, public workshops, and hearings. Please fill out the survey below.

Consolidated Plan
The Town and the City of Victorville worked together as a group called a “Consortium.” They created a combined plan called the Consolidated Plan. This plan covered the time from July 1, 2012, to June 30, 2017. The Town Council approved the plan on May 8, 2012.
The Town is the lead agency. It manages the planning and submission process. The City of Victorville is a partner in the plan.
Each city runs its own Community Development Block Grant program. The Town also runs the HOME program for both cities.
Each city must also write its own Annual Action Plan. They must also complete a report each year called the Consolidated Annual Performance Evaluation Report.
Annual Action Plans
The Annual Action Plan lists the activities and projects for the year. These will be paid for using Community Development Block Grant program funds.
Consolidated Annual Performance Evaluation Report (C.A.P.E.R.)
This report shows the progress made during the year. It explains what goals and priorities were met from the five-year plan. The Town prepares this report at the end of each year of the 2012 to 2016 Consolidated Plan.
Assessment of Fair Housing (A.F.H.)
This report shows the progress made during the year. It explains what goals and priorities were met from the five-year plan. The Town prepares this report at the end of each year of the 2012 to 2016 Consolidated Plan.
