Apple Valley Town Manager receives ICMA recertification

Frank RobinsonRecognized for his initiative, creativity and innovation, Apple Valley Town Manager Frank Robinson has been recertified as an International City/County Management Association (ICMA) Credentialed Manager.

The designation indicates that a member is qualified by a combination of education and experience, has adhered to high standards of integrity and has a commitment to continuous learning and professional development. To maintain the credential, members must submit an annual report describing 40 hours of professional development during the previous year.

"Lifelong learning is a key to good management," said Robinson. “The ICMA program is a great incentive to keep on top of the latest innovations in municipal management.”

Although budget constraints limited the opportunities for continuing education, Robinson achieved his required professional development by taking advantage of educational sessions, seminars and summits offered in forums he was already scheduled to attend such as the League of California Cities, the California Joint Powers Insurance Authority, and the CoreNet Global Summit.

“One of Mr. Robinson’s goals was to better engage Town employees, and he has,” said Apple Valley Mayor Barb Stanton. “A survey earlier this year placed us in the top 10% in terms of employee perception of our management and effectiveness.”

Robinson has been with the Town of Apple Valley since 2008. Some of his accomplishments include facilitating the development of Vision 2020, the Town's strategic plan, and overseeing the construction of several new public facilities. He recently added the role of Economic Development Director on top of his Town Manager duties. Prior to Apple Valley, Frank served 14 years as President/Township Manager of The Woodlands, Texas, where he created an award-winning economic development organization.

Of the 478 incorporated cities in California, only 50 have City or Town Managers with the ICMA Credentialed Manager designation. Robinson is the only Town/City Manager in the High Desert that has received this designation.
